This is database as a service not ATP so I think it is different then the link. Oracle support stated in support ticket the snapshot standby not supported. We found a solution. Clone PRD in ASH. create DG standby for the clone in PHO, activate the new standby, clone the activated standby in PHO into the new VCN. The entire DR is a poor design in my opinion but we got it working and it was fairly easy, all can be done via OCI control panel.
