Quiesce

To quiesce is to render something quiescent, i.e. temporarily inactive or disabled.
For example a database can be quiested with the ALTER SYSTEM QUIESCE RESTRICTED command. Oracle will wait for all active sessions to become inactive. Activity will resume after executing the ALTER SYSTEM UNQUIESCE command.
