Something's definitely not right then.
And it's not the installer that's at fault (not the Oracle one, anyway): I've installed 9iR1 and 9iR2 on pretty well every version of Windows, and Linux, out there, and I've never had a problem yet (except for the well-known Pentium 4 issue, which is readily dealt with).
I'm a bit concerned when you say 'the ISO images I downloaded', because last time I checked (ie, 30 seconds ago), what was for download at technet.oracle.com were zip files, not ISO images. You might need to look at what you download and make sure you are doing appropriate things to them.
I'd also ensure that you attempt the install as the machine's local administrator, not as yourself.
