And they are usually *not* used in the address.
This applies at least to the Netherlands, Belgium, Luxemburg, Germany and a
lot of other countries.
In the Netherlands provinces are only used if a place occurs in two
provinces, and of course that shouldn't be necessary because of the zip
code.
Having worked for the EMEA headoffice of an US firm I know how difficult it
is to explain to US citizens not every country use the same procedure.
It once took me one hour to explain the zip code of a PO box is by design
not the same as the zip code of the address in the Netherlands.
So this is -sorry to say so- the usual US prejudice that the rest of the world functions in the same way the US does. It doesn't, luckily not.
