To uninstall Oracle you use the Oracle installer, not control panel/add remove. You will also have to clean up the registry and remove files by hand.
But first check that your installer itself is Y2K compliant. The one you need is 3.1.1.0.0c or higher. (I may have the version wrong since Oracle changed it at least once. Check their web site to see or browse through this forum for a recent post by W. Scott Moore.
If you have a bad installer correct that problem and try adding the extra item you want to install.
If your installer is good you may have to remove Oracle completely and start over.
