I don't think you are quite correct on the included DB licensing.
https://docs.oracle.com/cd/E63000_01/OEMLI/introduction.htm#OEMLI113 makes
it clear that RAC (and DR) require licensing. All you get "free" is a
single instance DB. My reading is that the RMAN catalog can be hosted in
the same repository DB without additional license liability but I'd host
that elsewhere anyway :)
