Oracle Enterprise Manager (OEM) consists of the Oracle Management Repository (OMR) and the Oracle Management Server (OMS). The base products of OEM (OMR + OMS) are free (last time I looked at licensing) as long as you use it for monitoring only. This means you can build three different environments without issue.

The OMR (Oracle Database) is free to use within the OEM scope as long as it is only used for monitoring (SYSMAN). This means it can be SI or RAC, depending on your monitoring requirements (number of targets). If the database is used for anything else like RMAN catalog, etc.. then you have to pay the Oracle licenses for the RDBMS.

The OMS (weblogic) follows the same rules as the OMR.

Where you start to see license cost is with the management packs. Each management pack is a cost and is driven by the products you want to monitor. Will you need license for each environment (test, dev, prod); that is really up to you. You should always license production for sure, but Oracle reps will want you to license dev and test as well. Again, the management packs are where the license cost is with OEM.

If Oracle says something else, I’ll be curious to know when it changes.

Hello All,

Quick question. Assuming we are properly licensed with the OEM packs then can I create three OEM installations?

One for dev, one for test, and one for prod...type of setup.

The licensing doc keeps talking about the packs and the DB repo but I can't seem to find anything that speaks to the OMS specifically.

No response from Oracle Rep yet.
