You cannot access db instance via shell to modify sqlnet.ora file

Amazon RDS does not allow direct host access to a DB instance via Telnet or Secure Shell (SSH)."

SQLNET.ALLOWED_LOGON_VERSION_SERVER=8 Or another way to get developer 6i to get connected with the oracle aws database.
