You are right. This is related to lock management (mastering/re-mastering) and I am making a best guess from the traces and I think this is related to acknowledging the lock convertion (stale convert acknowledge?).
Just do a quick check on (G)V$resource_limit and see whether you are hitting any ceiling. If not raise a TAR ;)
