until they get someone...
We give a pretty basic technical interview here. We ask most of the basic questions people should know and it takes us a long time to find people who can pass. Could be they ask decent questions. I doubt its hard for someone who actually knows what they are doing.
They could be expanding....
Id bet on #1. They arent paying anything.
