Sounds like you may have answered your own question -- a worthless stock price for a telecom is not a good sign.

Constantly advertising for a position like a DBA doesn't necessarily mean that they can't keep people. Just as likely that they have not yet hired their first DBA -- possibly using contractors who refuse to hire in? Happens a lot...
