Hi,
As far as i remember, TEXT_IO Package is available only in Developer 2000 and not in normal Oracle Client Installation. I believe it works only inside FORMS & REPORTS components.
With UTL_FILE, u will be able to manipulate files at server's directories as mentioned in UTL_FILE_DIR init parameter.
