TNS-12203: TNS:unable to connect to destination

Hi All,

Oracle 8.0.5,NT 4.0

I am getting the above error in trying to make new connects. I had several connections going,sql*plus,
pro*c program(been working for years,etc. After the pro*c program been running a couple of hours I got
the above error and all other connections are refused. These have been working in the past so I do not
know what is now causing. Of course I can bounce the server and I suspect I will be able to connect
but I would like to know what is causing it.
