Forms menu error!

Hi Oraclers', I've got an interesting problem. First, I'm on 7.1.3 and have FORMS 4.0, with SQLNET v1 and v2, on a Windows 95 platform. I have designed an application that executes perfectly on the design workstation with runtime forms. The design workstation is also a PC with windows 95. I should mention that this application worked fine under Windows for Workgroups and Windows platformms. Now let's install runtime forms on another workstation and download all the executables for the application. The main form with the starting menu attached gives this message,

FRM-10221: Could not read file "menufile". "menufile" is the name of my menu.

and then,

FRM-41810: Error creating menu.

These messages cannot be whats happening. I have installed the same application on another workstation and have received the same message. What's going on? Why will the design workstation with all of the Oracle windows application work fine and not the other workstations? I've installed and reinstalled, I've even tried to use the design workstation as a server machine and run the application from there. The same error messages appear. I've tried to generate the form and menu modules on the runtime workstations, still the same results. What's missing, does anybody know?
