Oracle 7.0.16.6 installed on my VAX/VMS 6.1 has come with DEC TCP/IP
adapter.

The whole point is that I don't have DEC TCP/IP as an option. During the build prompt, my looks like this:
Version 2 TCP/IP driver (Win TCP, MULTINET) [W/M/N] ?
That's why I said that trying to fool Oracle didn't work since D was not an option.
Yes, my Oracle 7.1.3 installation does have the DEC TCP/IP option, but not my only installation of 7.0.16.6.0. tragically missed out somehow.
