Do not move all at once.  Move an instance (new for testing or maybe DEV), do pay as you go, and consider testing with the database in both PaaS and IaaS.  This will let you identify issues you have and make an educated decision on what you want to do (and if you are happy with the performance, etc. in the cloud).  Every company is a little different, so kicking the tires can save you a lot of pain in picking the wrong configuration.

Yeah - so regardless of Database on PaaS or Database on IaaS you can run with EBS 19c and speaking specifically about Database PaaS versus Database IaaS both options will offer you the ability to use very specific versions and individual patch levels should it so be required. 

 

IaaS will pretty much offer you the most flexibility overall but that is only one of many, many considerations when making these choices.

Ideally, a little bit of both but that depends typically on budget and technical specs. 

 

Often, the database tier will run on PaaS - ideally, ExaCS but DBCS may work as well - although ExaCS has a lot fewer restrictions but comes with a higher cost generally - you have the option of using your existing licenses to get a reduced PaaS price or you can get rid of your licenses and pay for a PaaS with licenses included - you have to do some analysis around options needed, workloads and such - PaaS is positioned as requiring less work for the DBA support as well.  

 

Recently you are also able to run the app tier on a "Marktplace image" which is a pre-built Iaas image with Weblogic but you can pay for the licensing as with DBCS so the same analysis can be done on this tier with regards to cost. You can also run IaaS for the app tier and you can also run IaaS for the database tier - it usually comes down to financial, performance, and architectural decisions as most everything we do. 

 

How you may decide to do the migration may also impact some of the above choices. 

 

There is a lot of planning and analysis that needs to go into to making decisions obviously and I am just really scratching the surface but the above is something that is often considered :) 

 

It should be a fun project though if you are a techie!
