I consider that a cost-saving measure. Security requires separation.
Developers develop, in the development environment, and write
documentation about what needs to be done in order to install it. In the
higher environment, maintenance engineers install the product. If there
are problems with the installation, then the documentation is not good
enough. There is nothing that developers should be doing in the
production database. And the programmers shouldn't be carrying screwdrivers.
