The Registry has what you need.

However, there is a tool called ORACLE HOME SELECTER that should be in your oracle group that will show what it is. (and allow you to change it)

and it also sets the path correctly

The reason is you are not supposed to manually muck with the registry.

The Oracle for Windows manuals deal with this in much more detail, as do some informative notes on Metalink.
