We refuse to allow it and the reason very simply is that there is nothing that can be done in Excel that can't be done better in Oracle.
Well except corrupting data and faking financial results. And we have found that that is exactly the reason for 99.95% of all such requests.
I would urge you to "Just Say No!" and get them Discoverer or Crystal Reports or some other tool that won't let them fudge the underlying data.
