Distribute Forms/Reports Runtime

I've made an application that I now want to distribute to our customers, but they need Forms and Reports Runtime 6.0.8.x, and I've only seen the Runtime-module as a part of Oracle Developer 6i.

I guess/hope that our customers doesn't have to buy the whole Developer Software, just to get the Runtime...

How/where can they get just the Runtime parts?
What about license agreements?
