Exactly what do you mean by "Oracle or an other one"?

If Oracle only use a database link and any code will do it. If you are looking [Quoted] for a single tool to hit Oracle, DB2, Informix, Sybase, and SQL Server then [Quoted] likely you are looking for the impossible.
