Early versions of the XE installer had various cases where it would do nothing, or would hang, or just exit without messages part way through, so it's possible you've hit one of these.
I remember that some of the cases were easily fixed by changing certain things that confused the assumptions made in the installer - I think at least one was due to seemingly reasonable NLS_LANG environment variables settings that would break the installer scripts.
Unfortunately I don't remember the details, but have you searched the Oracle XE forum on otn.oracle.com?
As far as manual uninstall, the installer does put its tentacles out across a fair bit of the registry, so it's not necessarily straightforward. Again, I think I remember there being manual clearout steps on the XE forum - have a look there.
