Please, check whether you can login into the database ( sqlplus / as sysdba ). If yes, look what is the output of "lsnrctl status". If you have in your /etc/hosts the entry for IPv6 address for localhost (like ::1 localhost ipv6-localhost ipv6-loopback ) - comment this out and restart the listener. If your hostname can't be resolved in the /etc/hosts - put it there. Try not to use dynamic IP address for your host. In every case look in the alert.log whether some errors are reported.
