Oracle XE provides it's own HTML server that uses the ORacle Listener and package DBMS_EPG.

The implications include:

• that any Apache, Tomcat, JBoss, or other web-serving product that listens on 8080 first will automatically block XE's listener;
• any firewall that blocks port 8080 will automatically disable XE's home page;
• if the Oracle listener is not running, it will neither get the request (via port 1521) to register the HTML service, nor will it listen for the HTML request.

This problem has been discussed many, many time in the Oracle XE forum. You could register for that forum (go to http://forums.oracle.com and search for 'register XE forum') and search for the responses. Or we can continue to discuss it here ... at whatever pace is possible.

What is the response to 'lsnrtctl status' (done as the Oracle owner)??
