One possible scenario is that you have spaces in your install path. that is running setup from c:\my downloads\oracle\Disk1\setup.exe likely will fail but running it from c:\downloads\oracle\Disk1\setup.exe likely won't. You should also get a log of the install whcih might have relevant errors.
