I don't know whether I once in a while have a 'similar' problem is, because my crystall ball is broken, and is unable to determine what 'some error' constitutes.
On Windows Oracle first start the service OracleService<sid> and after
that the instance.
So the troubleshooting steps are evident.
One would expect a 'dbaplusplus' would know those.
