dbnewid assumes the files are consistent. Also: you can not specify the id.
So: you can not change the dbid of the old datafiles to the id of the new database.
You also can not change the id of the new database as you can not specify the id.
Look at it: a database is a *unity*, and it's integrity has to be guaranteed. If the jugglary you describe was possible, how to guarantee integrity? People will screw up their database and blame (or even sue) Oracle.
