Hi,
I found the solution to this problem in one of the Win XP groups. Its related to insufficient permissions for a windows login which results in the Oracle program files being inaccessible. To rectify all you need to do is:

Open Windows Explorer. Select Tools -> Folder Options -> Views Tab
-> Disable Simple File Sharing.
Select the Oracle Installation Folder (eg: C:\Oracle). Right click it and select Properties. In the Security Tab click the Add button to add the login which needs to access Oracle Programs. Assign all appropriate permissions.

This has worked fine in my case.
