AFAIK, in 10g R1 ...

sqlldr.exe is not included in the response file provided that appears as the selection of "Runtime" (neither are exp.exe, imp.exe, expdp.exe, impdp.exe).

After installing the "Runtime", simply re-run the installation as "Custom" and select "database utilities".

Then apply patches as you normally would to an Oracle home.

You could perform the entire installation as "Custom" or even prepare a reponse file to drive such an installation.
