Do you have the $ORACLE_HOME/proc directory at all?

Does you inventory (from the first screen of the Oracle Universal Installer) show the that the developement tools, or at least proc*C, have been installed?

If not, pull up the installer against your CD images, do a custom install, look for the developer's tools and [re-]install.
