I don't think this a reasonable question.
You dump a SQL statement in this group, and you state it doesn't work.
No info on Oracle version, on optimizer being used, on table
definitions, index definitions etc,etc, etc.
The best thing you could do from here is buy the book on SQL Tuning
written by Dan Tov and published by O'Reilly. It deals with both
sqlserver and Oracle and explains the differences in tuning approach.
Finally: Oracle is not sqlserver sold by a different company. Actually
it is much more.
