separate schemas still wouldn't work for things like:

use of public synonyms by an app
use of '%_ANY_%' sys_privs by an app role chain of possession of a backup set of a database containing all data across customers - meaning, a customer wants to have their data back and host it elsewhere.

If the app was designed without security in mind ... a retrofit of "partitioning by customer" will probably have holes in it, in which case ... separate databases may be the way to go.
