I'd go with getting off of Windows and 8i as fast as possible even if only for reasons of performance and security. But others seem to be correct that you have a tuning issue. Is your inability to tune it a question of having EXPERT skills internally and they've failed or having a more average skill set internally and not knowing how to really do it?
But if leaving Windows do consider all possible alternatives. Don't just say "Linux" as though it is your only option: It is not.
