No. A common misconception by relatively new Oracle DBAs is that dropping things will remove the OS portion. Very few of the ORacle tools will actively remove OS files and references after a drop (although this is changing with 10g).

Experienced Oracle DBAs know that Oracle doesn't clean up data files under the assumption that they might contain valuable data and that it s better to leave that possible data around for manual clean-up than risk screwing the company because of wiped and unrecoverable data resources.

Also, EMCA would be used to drop the repository, but not the database in which the repository resides. That would normally be done using DBCA.

(The very fact that you did not make a discrimination between repository and database in this situation implies you might be coming from a SQLServer background. If so, I strongly recommend reading the O'Reilly book "Oracle Essentials' to get up to speed on some additional concepts.)

Sadly OEM has a number of OS files (end registry entries in WIndows) that are used to upport the configuration. It is truly not easy to find the complete set, and changes like you need require ALL pieces to be changed. It's a very tedious process.

I encourage you to consider trashing and starting clean. EM 9i, albeit a wonderful tool, has enough quirks that you don't particularily want user-introduced instabilities like those you will likely see by back-door hacks.
