Has (like so much in our society now-a-days) absolutely nothing to do with technology or ability and everything to do with insurance, politics and law.
The 'tech interview' assumes the interviewer knows what he is doing. And if a candidate fails and whines back to HR or some other higher authority, it throws doubt back on the interviewer as well.
A typical HR person, manager (who was promoted due to management, not tech skills), lawyer, etc. would have little hope of being able to back up the interviewer and the expense of then getting a credible expert witness becomes prohibitive.
Such is the joy of our litigative society.
A certification, even one that has a publically poor record, is an equalizer in such a situation and is [for that reason if nothing else] becoming a frequent prereq.
All the more reason for Oracle Education to take the quality of OCP seriously.
(I feel we've done this to ourselves by setting aside respect and and courtesy in favor of an 'I have rights' attitude. As typified by a number of discussions in these NGs.)
