It's not an Oracle issue, Joel. It's the business of creating files with names such as 'elysée' which display fine on Windows, but once copied across to a Linux file server gets stored as 'elys?e (invalid unicode)'. The locale command will, I suspect, resolve that issue once and for all (but if one doesn't know that the command is called 'locale' it is a tad difficult to know to read the man pages for it, n'est-çe pas?).
