TNS / Could not resolve service name

Hello,

I installed the Oracle 8.1i server on a Windows XP machine. After the installation I tested the connection successfully with sqlplus, this works fine.

Unfortunately I'm not able to establish a successful connection from another machine as well as from the same machine in another oracle root directory. In both cases I installed the Oracle Enterprise Manager and I tried it with the Enterprise Manager and sqlplus. The returned message is ORA 12263 TNS unable to connect to destination / ORA 12154 TNS could not resolve service name.

Although the tnsnames.ora in these oracle directories are identical to the one in the server directory, it doesn't work. The one and only workaround is to use the notation host:port:service, this works.

Do you know the reason of this behaviour?
