Obviously the first thing you need to do is to establish whether you
can ping the database server from the webserver. My guess is this
already doesn't work. Then you'll need to use tnsping to establish
connectivity to the listener (of course you already check whether the
listener is running)
Finally if it still doesn't work, you'll follow up this post with
- your database version - the contents of listener.ora, sqlnet.ora and tnsnames.ora - the *exact* error message
