Database server hanging

I am running an Oracle 8.1.6 database on Solaris 7 with iPlanet plugging into
it from a webserver and I am experiencing performance problems on the server (E220 2Gb memory, 2 CPUs). As soon as the web server is started I experience
almost complete utilisation on the server (0.0% idle in top). The database
appears to be working properly but there may be issues with the network where
the oracle processes cannot get back to the web server.

Has anyone experienced a similar problem with iPlanet, Oracle and Solaris??
