no domain, no iSQL*Plus?????

After complete installing 9i, I couldn't wait to try the new
feature--iSQL*Plus,


however, I found out that I couldn't launch the HTTP server. Syntax
Error in Line 92,failed to create FastCGI application......
So, I need to register a domain name in order to access to the new
iSQL*Plus?? Or I did something wrong during the installation
procedure? But I didn't get any error during installation and I can
access to the database by using SQL*Plus.
