A shared pool of about 6M is just ridiculously low. The average shared pool would start at 40 - 80 M
The worth of the upgrade from 8.1.5 is that it will bring you in a supported configuration.
If your database is not badly fragmented there is no need to create a new database, as 8.1.7 is a maintenance release, you can install it safely (provided you do make backups) over 8.1.5
