There's no point studying a version of Oracle (i.e. 8.1.7) that will be desupported soon so go for the latest version.

Also consider the additional cost of taking an upgrade exam if you decide to take the 8i OCP track. For practical reasons if I were on your shoes, I would wait for the 9i certification but would begin studying 9i now. There are no available 9i study/review books yet at the bookstores but the PDF books that you can download from http://doc.oracle.com would be a good place to start.
