ALERT.log:" waiting for smon to disable tx recovery"

Hello All!

   I've found message 'Waiting for SMON to disable tx recovery' in alert.log during shutdown normal. Docs from metalink advise to increase STORAGE INITIAL .. and NEXT .. for temporary tablespace. Now I have (INITIAL 20M NEXT 20M) while whole TEMP tablespace around 300M. And shutdown lasts more than fifteen minutes. Is there another way to speed up shutdown normal ?
