Clone database with tablespace cleanup

I have to pull several VMS V7 databases into 1 Unix V8.1.6 database.

The problem is that they have problems: there are some application tables and indexes in the SYSTEM tablespace and the storage parameters are undersized. So there is some clean up to be done.

An additional complication is that some of the databases may be reached by DECNET only.

Has anyone done this ?
