I don't think there is a document with this answer. I do know that some time ago I had an I/O problem and discovered that the x$ value was running at 4096 when the calculations should have given a value of 256. When I set the value explicitly the I/O problem went away.

So -

DB_FILES_SIMULATEOUS_WRITES and DB_FILES to something very large and see what the x$ gives you - this will presumably be the platform limit. (or the size of db_block_buffers, whichever is smaller possibly).
