Oracle 8 performance monitoring tools

I initially posted this to the Oracle tools newsgroup and am re-posting here as there were no replies in that group:

We are considering the purchase of Oracle 8 Enterprise Edition to initially support a data warehousing application, then hopefully OLTP systems in the future. Two add-on options have been recommended: "Oracle Diagnostics Pack" and "Oracle Tuning Pack".

I would appreciate a comparison (functionality, price, ease of installation, maintenance, and use, etc.) of these products with 3rd party products that provide similar functions by anyone who has evaluated these products.
