I'm running ORACLE 7.3.2 on solaris 2.5.1, and sometimes it's impossible to do
a shutdown immediate of the database. In alert.log, the message 'Waiting for
active calls to complete' is printed, but the database never shutdown <<
Yes, I have had that happen on occassion. Make sure that there are no other sessions using svrmgrl or sqldba open other than the one session doing the shutdown as I have found that Oracle will wait for these sessions to end.
Sometimes, your only option is 'shutdown abort'.
