listener problem

I created a new instance and successfully restarted the listener but when I try to log in to the new instance or with new SID (DEV), I got this error. I am running 7.3 on NT.

ORA-12500: TNS:listener failed to start a dedicated server process

Any advice is greatly appreciated. Thanks.
