Logon to NT using the userid in which IIS runs (IIS_USER something or the other) and test SQL*Net connectivity there using TNSPING and SQL*Plus. Oncce you get it working in that userid, Oracle ODBC via IIS should also work. Remember that SQL*Net and ODBC working in the Administrator userid does not mean it will work in any other NT userid on the same box.
