You can try this:
If the Enterprise Manager and Oracle Server are in the same machine, check if you have installed de Bequeath protocol for local access.
If you are triying to connect Enterprise Manager from a client machine, you must configure SQL Net (with Net Easy Config) and enter the name of the service created in the login of Enterprise Manager.
I recommend you don't enter in Enterprise Manager with internal account, because of Enterprise Manager creates his repository (many tables) in the account of the user, so you must create a new account with a new tablespace and logon to Enterprise Manager with this user.
